Warehouseman

Purpose:
·Manages the offshore warehouse to ensure that materials, consumables, spare parts and tools are available as required.
Accountabilities and End Results:
·Manages the control and movement of material utilizing SAP
·Develops and implements the necessary process for effective materials management
·Supports the production and maintenance teams
Primary Functions:
·Support and comply with the policies, goals, efforts, and programs COPC's Health, Safety and Environmental (HSE) Management System. Ensure HSE issues are given primary consideration in all activities undertaken within area of responsibility. Unsafe acts and/or conditions, no matter in what area of responsibility, are to be reported so corrective actions can be taken.+
·In conjunction with the Fixed/Floating Facility Procurement Manager, HUC Manager and Operations Procurement Managers (or their designees) and their teams, manage the day to day handling of commissioning materials and equipment, spare parts (capital, commissioning and two year operating), and operational consumables.
·In conjunction with the Fixed/Floating Facilities Procurement, HUC groups, OIM and Ops Supvs, develop a Warehousing Plan. This plan should illustrate how all material storage areas on the CPC and FPSO and associated Fixed Facilities will be utilized and it should detail how and when each of these areas will be loaded and controlled. This plan shall also ensure a seamless transition into the normal COPC offshore warehousing plan for the asset. Also address SOX (Sarbanes Oxley Act) and tool management, such as obtain and utilize Tool Watch software. This will include receiving and sending material and waste streams as they relate to SOX.
·In conjunction with the Fixed/Floating Facilities Procurement Teams, ensure that all materials associated with the CPC HUC and Operations and start up programs appropriately interface with the Offshore HUC material control system via SAP and SOX guidelines as applicable.
·Ensure that warehouse max/min methodology and replacement routines (for spares, consumable and tools) are in place as the onshore operation program begins ensuring a seamless transition to normal COPC offshore operations routines.
·Establish a regular site reporting routine that summarizes the state of all HUC, start up and operational materials, spare parts and tools as applicable.
·In conjunction with the Fixed/Floating Facilities Procurement and Operation Managers, OIM, Ops Sups, and Offshore HUC Representative, contribute to the development of the Offshore Materials and Logistics Plan as it pertains to the Assets. Also ensure the plan is implemented and adhered to from departure of the HUC teams to the offshore phase.
·Develop warehouse processes and train Facility operations teams in materials management
·Manage materials within SAP in conjunction with established applicable warehouses (Tanggu).
·Ensure warehouses are stocked and ready for offshore business before first oil of each fixed facility as applicable.
·Work closely with the FPSO/CPC Warehouseman, Maintenance Planner/Scheduler, Maintenance Supv to develop process for Corrective and Shutdown material and special tool planning as applicable to support Integrated Asset Planning.

Purpose:
·To provide Supply Chain expertise to plan, direct and analyse the Contracting process for all work in CoPC China with the objective to minimise CoPCs' exposure to any risks and liabilities.
Responsibilities:
·In conjunction with end user group develops the Contracting Strategy Documents based on user group goals and objectives. Implement these strategies through approval from CoPC management and Partner.

Purpose:
·This position is a rotation position. This position will work 6 months in TEDA office to provide HSE technical support to offshore employees, contractors, and all onshore employees including warehouse. To coordinate and management HSE training for contractors and all onshore employees. After 6 months at TEDA office, he will be relocated to work offshore as a site HSE rep and release a site HSE rep from offshore to come to work in TEDA office for other 6 months.
Accountabilities and End Results:
·Provide HSE technical support to offshore employees, contractor, and all onshore employees.
·Coordinate TEDA office emergency response activities, such as training and exercise etc.
·Serves as the HSE training coordination for onshore employees and all contractors.
·Identify the HSE training need for employees and contractors according to the HSE regulation requirement and COPC HSE training requirement.
·Identify training resources to deliver the needed training. This includes the internal resources and the external resources. It is required to this position to deliver some of the HSE training when it is needed, such as HSE MS procedure training, BOHSE training etc.

Purpose:
·The primary function of this position is to recommend completion designs and prepare completion procedures to maximize production from the wells in COPC's Bohai PL 19-3 offshore development.
Accountabilities and End Results:
·Selection of Completion Design, specifying of completion equipment, preparation of completion procedurse and supporting operations in the implementation of the completion procedure.
Primary Functions:
·Develop detailed completion plans working as an integral member of the multi disciplined well planning team.
·Ensure all completion plans are written meeting COPC HSE and operational standards
·Work with Supply Chain Department and Vendors to ensure all equipment is correctly specified and ordered in a timely manner.

The upper sections of the wells will be drilled with a jack up rig, with the reservoir sections being drilled and completed with a platform based rig. ·In addition there will be an ongoing workover and ESP replacement programme.

Purpose:
·The primary function is to supervise offshore drilling and workover operations utilising a contracted jack drilling rig or company owned platform rig on a 28/28 day rotation. The position requires someone who is energetic and who can work creatively within a multi-disciplined and multi cultured team to drill and complete wells safely and effectively, meeting all designated objectives
Accountabilities and End Results:
·Execution of drilling plans on contracted jack up rig and the execution of completion and workover plans with rig positioned on COPC operated production installations in a safe and effective manner.
Primary Functions:
·Responsible for all HSE aspects of the drilling, completion and workover operations on the platform
·Ensure all work is executed meeting COPC's Policies, Standards and Guidelines.
·Work with Materials Coordinator to ensure all equipment is correctly ordered and is available offshore in a timely manner.
·Coordinate with heliport so that service personnel are correctly scheduled to be available on the rig
·Prepare daily reports and forecasts for operations. Actively participate in the daily call with onshore personnel to review the previous day's operation and the planned upcoming operations.Capture lessons learnt and ensure best practices are shared with other ConocoPhillips operations.
·Work with Production Operations personnel to minimise Production downtime and coordinate use of resources in the field.
·Responsible for all simulataneous workover and production operations on the platform which the rig is working.

DCWR rig technician
Work Location: TEDA Office, China
Purpose:
·As the Bohai phase II development progress there will be few more DCWR rigs being built and put into operation. A continued increase equipment and documentation will be delivered to site. The vender data base system setting up, updated, management and control is deemed essential to improve the management of A few DCWR running. To set up and manage the material tracking system, DCWR modification tracking system and resource sharing system which will be essential in developing the Asset & Operating Integrity and Maintenance & Reliability systems for all these DCWRs and with regard to this equipment and documentation, there has been a deemed need identified to hire one DCWR technician for drilling at Tanggu office.
Accountabilities and End Results:
·Providing DCWR reporting, and clerical services in order to assist in the D&C department objective that offshore equipment and machinery functions safely and productively within budget and available resources, with the objective of meeting unit business goals.
Primary Functions:
·Build up data base and manage system: to build up DCWR technical data base system, to build up DCWR modification managing and tracking system, to build up PR and PO tracking system in order to make sure the ordered items can be delivered on time, to build the Resource Sharing System in order to facilitate and improve the resource sharing among the DCWRs.
·Spare parts management and tracking: Provide office support to the drilling department for the daily work at Tanggu office for processing the PR, STR and MR monitoring & tracking etc under the instruction from the rig engineers. This position will be trained by SAP specialist and Provide SAP assistant to the COSL onshore and offshore group for spare parts and material ordering, status tracking and stock level checking. It is also a back to back position for the assistant logistic coordinator while she is absent.
·Assist Vendor management: assist the drilling group in validation of vendor data information and set up/manage the data base for DCWR vendors. Attend progress and interface meetings as required. Track daily / weekly reports and punch list items and address at applicable meetings for rectification and progressing as applicable to findings. Work directly with rig engineers, document control and equipment suppliers with regard to the existing and incoming DCWRs. Monitor and register the document and corrective action requested by drilling department
Critical Skills:
·Trade or Technical college qualifications.

Drilling Logistics Coordinator
Work Location: Tanggu
Purpose:
·The primary function is to work under the guidence of the drilling logistics supv and with the entire Tanggu logictics team to support the offshore drilling operations to ensure the correct equipment and crews are available to offshore when needed.
Accountabilities and End Results:
·Communicate closely with offshore drilling supv and with well engineers to plan the logistics of equipment and personal needed offshore, and also work with contractors, logistics team and warehouse personal to ensure correct and quality equipment are sent offhore in a timely manner, with minumal downtime and by helping plan boat utilization schedules
Primary Function:
·Ensure all work is executed meeting COPC's Policies, Standards and Guidelines and is in quality condition and meets COPC HSE requirements before being transported offshore.
·Plan the best utilization of boats for transporting DWC cargo and drilling fluids. Work closely with the Bohai logistics group to coordinate the drilling logistics plan into the overall logistics plan.
·Responsible that all sevice contractors are informed about the equipment and people requirements needed offshore with as much lead time as possible and that a schedule for loading boats and flight schedule for heliciopters is provided to them.
·Make periodic walk thru safety audits of all boats and service company warehouses and call attention to any unsafe findings. Pass on safety alerts and conduct safety meetings to all service company
·Help oversee the manufacture of tools, crossovers, pup joints etc based on the requirements and needs of well operations team.
·Make sure all COPC DCW equipment is properly maintained and serviced while in storage at the COPC warehouse and work closely with the csg & tbg management contractor to insure all tubulars are maintained and ready for loadout
·Work closely with the offshore material men, drlg supv, servive companies and warehouse personal to account for all DCW equipment being returned from offshore and that the equipment is returned to the owner or to the place of storage.
·Control and reduce slow moving materials stock each year

·Coordinate and manage the persons to go offshore from COPC drilling and third vendors for MTS issues and Helicopters issues to make sure they have valid MTS cards and get the persons to right place on right time.
