Contracts Analyst (Tanggu)
Work Location: Tanggu
Purpose:
¡¤To provide Supply Chain expertise to plan, direct and analyse the Contracting process for all work in CoPC China with the objective to minimise CoPCs' exposure to any risks and liabilities.
Responsibilities:
¡¤In conjunction with end user group develops the Contracting Strategy Documents based on user group goals and objectives. Implement these strategies through approval from CoPC management and Partner.
¡¤Implement CoPC procedures and controlling documents required to execute all activities through all phases of work within assigned scope. This includes all approval matrixes, authority levels, implement local Procurement Policies procedures and local regulations.
¡¤Guides the Contracting work, including some market research, pre qualification, bidding processes, evaluation, approvals and award
¡¤Development of Tendering Plans and schedules to include agreed milestones to assure timely award of all contracts and in conjunction with user group assure all activities are carried out in accordance with the activity planned dates.
¡¤Develops and implements long term relationship with contractors and suppliers to assure support through all phases of the contract. This includes establishment and development of local Contract Management Plans (where applicable) and supplier network.
¡¤To be the focal point in Supply Chain for specific end user groups to support their needs
¡¤To liaise with other functions during the contracting process (Legal, Tax, Risk Management)
¡¤To ensure other agencies are included where appropriate (Partner, Government Bodies)

Purpose:
¡¤Monitor the running state of VFD and ESP and perform electrical maintenance and repair work to keep them in good condition.
Accountabilities and End Results:
¡¤Carry out planned and corrective maintenance on VFD and the related electrical equipment on Bohai offshore facilities in order to meet production targets whilst complying with company procedures and safe working practices.
Primary Functions:
¡¤Routine maintenance and troubleshooting of the VFD and related surface electrical and control system.

Primary Functions:
¡¤Initially: For Maintenance Development Team (temporary).
¡¤Data Entry and System reporting: General operation of SAP functions by creating maintenance items and plans, Bill of Material, etc. and update SAP as required. In order to ensure that the SAP PM/CM activities are conducted accurately for future analysis and subsequent enhancement of the reliability of offshore equipment and machinery so that it will function safely and productively, within budget and available resources.

Materialsman
Work Location: Bohai Bay
Purpose:
¡¤Ensure that materials, consumables, spare parts and tools are available as required from the warehouse.
Accountabilities and End Results:
¡¤Controls the movement of material utilizing SAP and tools utilizing Tool Watch software.
¡¤Assist with development and implementation of the necessary process for effective materials management
¡¤Supports the production, maintenance and warehouse groups.
Primary Functions:
¡¤Support and comply with the policies, goals, efforts, and programs COPC's Health, Safety and Environmental (HSE) Management System. Ensure HSE issues are given primary consideration in all activities undertaken within area of responsibility. Unsafe acts and/or conditions, no matter in what area of responsibility, are to be reported so corrective actions can be taken.
¡¤Issues materials against approved issue documents to company and vendor personnel. Packages materials in proper containers for sea shipment to offshore locations.
¡¤Ensures critical materials are promptly dispatched to operational areas concerned.
¡¤Checks and ensures that all shipping equipment (containers, baskets, boxes, slings, etc..) are in good condition to avoid any incident or damage to materials during transport to operational areas and report as applicable.
¡¤Checks colour coding and load test/inspection details on all containers, baskets, boxes, slings, transportation devices, etc. to ensure that they are in compliance and in certification. Will also be responsible for sending these back for re-certification/inspection
¡¤Performs continuous inventory while goods issue process and works with Warehouseman to resolve stock discrepancies and reconciles physical inventory with stock records listed in MM system. Also is assigned to assist Company or outside auditors during regular or ad hoc audits of stock inventory.

Primary Functions:

Ensure HSE issues are given primary consideration in all activities undertaken within area of responsibility. Unsafe acts and/or conditions, no matter in what area of responsibility, are to be reported so corrective actions can be taken.+
¡¤In conjunction with the Fixed/Floating Facility Procurement Manager, HUC Manager and Operations Procurement Managers (or their designees) and their teams, manage the day to day handling of commissioning materials and equipment, spare parts (capital, commissioning and two year operating), and operational consumables.
¡¤In conjunction with the Fixed/Floating Facilities Procurement, HUC groups, OIM and Ops Supvs, develop a Warehousing Plan. This plan should illustrate how all material storage areas on the CPC and FPSO and associated Fixed Facilities will be utilized and it should detail how and when each of these areas will be loaded and controlled. This plan shall also ensure a seamless transition into the normal COPC offshore warehousing plan for the asset. Also address SOX (Sarbanes Oxley Act) and tool management, such as obtain and utilize Tool Watch software. This will include receiving and sending material and waste streams as they relate to SOX.
¡¤In conjunction with the Fixed/Floating Facilities Procurement Teams, ensure that all materials associated with the CPC HUC and Operations and start up programs appropriately interface with the Offshore HUC material control system via SAP and SOX guidelines as applicable.
¡¤Ensure that warehouse max/min methodology and replacement routines (for spares, consumable and tools) are in place as the onshore operation program begins ensuring a seamless transition to normal COPC offshore operations routines.
¡¤Establish a regular site reporting routine that summarizes the state of all HUC, start up and operational materials, spare parts and tools as applicable.

Primary Functions:
Initially: For Maintenance Development Team (temporary).
